Patrick L. Harris
Program Coordinator

Patrick is the Program Coordinator with Portsmouth Inner City Development Corporation.

After graduating from Notre Dame High School, Patrick attended Ohio University and Shawnee State University. He has worked for the Bureau of Workers Compensation in Columbus and the Ohio Department of Rehabilitation and Corrections at the Southern Ohio Correctional Facility. Patrick's duties included training S.O.C.F. employees in cultural diversity, hostage negotiations, sexual harassment, and critical incident stress briefing.

Alece Cowen
Secretary/Receptionist

Alece currently is Portsmouth Inner City Development Corporation's secretary/receptionist. She is responsible for inventory control, accounts payable, and handling and referring fair housing calls.

Alece's past work includes receptionist at a law firm, clerk with Nationwide Insurance, and children's department clerk at the Portsmouth Public Library. Alece received her associate degree in business from Century College in Huntington and also attended South Carolina State University.
